RESUMEN
Esta investigación contribuye con la incorporación de nuevos criterios que ayudan a atenuar la inequidad de la distribución del Impuesto Directo a los Hidrocarburos (IDH), enfocado en la modificación del artículo 57 de la Ley de Hidrocarburos 3058 y el articulo 2 del Decreto Supremo 28421.
El análisis parte por la evaluación de los recursos del IDH que recibe el departamento de La Paz con el menor ingreso per cápita del país siendo el departamento de mayor población.
Se determina la existencia de inequidad en la distribución del IDH, el trabajo incorpora dos criterios: numero de población y población con NBI, implícitamente se toman en cuenta en la Ley de Participación Popular y la Ley del Dialogo, la distribución debe ser equitativa donde todo individuo obtenga igual beneficio.
En un primer análisis de los datos muestran que el ingreso per cápita de la distribución del IDH en términos porcentuales tiene el mismo comportamiento en su ingreso Prefectural de Bs. 130.3 MM y el ingreso total de Bs. 230.1 MM del IDH que incluyen los fondos de compensación a municipios y las universidades.
La propuesta registra los siguientes resultados: el ingreso per cápita por el IDH tiene una amplia diferencia entre el departamento de mayor ingreso per cápita (Pando) y de menor ingreso per cápita (La Paz), los nuevos criterios logran que la distribución del IDH disminuya la inequidad entre los departamentos del país.
